When you create a dictionary using the Data Quality user interface or the Dictionary API, you can update the dictionary in either environment. However, a dictionary cannot accept updates in both environments at the same time. You can convert the dictionary from one editing environment to another in Data Quality. Enforcing a single environment for dictionary updates ensures that users in a different environment do not inadvertently update the dictionary.

When you open a dictionary of either type in Data Quality, the Definition and Configuration tabs display an option to switch to the alternative environment. To change the editing environment from the Dictionary API to Data Quality, click Convert to UI. To change the editing environment from Data Quality to the Dictionary API, click Convert to API.
After you convert the dictionary, Data Quality displays a message to indicate that the dictionary will be saved and converted to the environment you specified.
