Technical Owner for a Data Collection
The technical owner is a user who has the technical rights to a data collection. The technical owner is responsible for delivering the data sets of a data collection to a data consumer.
For example, if the data consumer wants access to a database, the technical owner might be a database administrator who can grant secure access to the database. If the data consumer wants access to a spreadsheet, the technical owner might send the spreadsheet file to the data consumer by email.
Depending on the access request, the technical owner might be the same user as the data owner.
